Dr. Muhammad Babur is a Professional Civil Engineer, water-resources specialist, and Associate Professor and Head of the Civil Engineering Department at the University of Central Punjab, Lahore. He holds a PhD in Water Engineering and Management from the Asian Institute of Technology, Thailand, where he also completed postdoctoral research, as well as a gold-medal M.Eng. in Hydropower Engineering and an honours B.Sc. in Civil Engineering. His expertise encompasses watershed management, hydrological and hydraulic modelling, climate-risk assessment, flood-risk management, hydraulic structures, and integrated water-resources planning. He has contributed to major national and international research and consultancy assignments supported by the World Bank, WWF, USAID, the European Union, and public-sector organizations. His work integrates advanced modelling, climate-resilient planning, and nature-based solutions to develop practical and sustainable responses to complex water, flood, and infrastructure challenges
