Dr. Muhammad Tousif Bhatti is a senior water resources management planner and distinguished researcher with over 23 years of professional experience, including 16 years of post-doctoral work in Asia, Australia, the United Kingdom, and the MENA region. A Ph.D. in Water Resources Engineering, Dr. Bhatti has secured over USD 10 million in competitive international research funding as Principal Investigator and contributed to programs exceeding USD 100 million in total. He has held senior roles in major donor-funded programs, including GCF, USAID, World Bank, FCDO, and CGIAR, with thematic expertise spanning regional water resources planning, integrated water resources management (IWRM) plan preparation, hydrological and agriculture system modeling, hydro-informatics, water management and conservation, and climate-resilient tools and technology. His work is grounded in a thorough understanding of water law, inter-provincial water governance frameworks, and the institutional and regulatory environment governing water allocation across shared river basins in Pakistan and beyond.
