Dr. Arif A. Anwar, PhD, PE (California), MASCE is an internationally recognized water resources and irrigation specialist with more than 25 years of experience spanning consulting, research, academia, engineering design, policy advisory services, and project leadership. His expertise covers water resources management, irrigation modernization, climate resilience, institutional reform, flood risk management, and agricultural water productivity.

Throughout his career, Dr. Anwar has advised leading international organizations including the World Bank, Asian Development Bank (ADB), FAO, USAID, Tetra Tech, and national governments on complex water sector challenges. He has led multi-million-dollar development programs, served as Chief of Party for major USAID-funded initiatives, and provided strategic guidance on water governance, climate-smart agriculture, flood management, and institutional strengthening.

Dr. Anwar has held senior academic appointments at the University of Southampton, the University of Birmingham Dubai, and the International Water Management Institute (IWMI), where he served as Principal Researcher and Head of Office. He currently contributes as a Visiting Professor at the University of Southampton.

A licensed Professional Engineer in California and an active member of the American Society of Civil Engineers (ASCE), Dr. Anwar combines technical excellence with practical implementation experience. He is widely published in leading international journals and is recognized for his ability to bridge engineering, economics, policy, and institutional development to deliver sustainable water sector solutions
